Two Industries, One Ocean – Effective Engagement for Proponents and Participants

As the liaison organization for the fishing and offshore petroleum industries in Newfoundland and Labrador, One Ocean promotes and facilitates communication and information exchange between the two industry sectors. “Two Industries, One Ocean – Effective Engagement for Proponents and Participants*,” was developed to help proponents conduct effective engagement with the Newfoundland and Labrador fishing industry as related to offshore petroleum programs or projects where there is potential for impact and/or interaction with the fishing industry. The document also offers suggestions on how to be an effective participant in an engagement process. The fishing industry in Newfoundland and Labrador may be engaged by the offshore petroleum industry in support of activities such as exploration drilling programs, marine seismic survey programs, and other special projects. Engagement with the fishing industry can be conducted as part of mitigations, recommendations or conditions identified by the operator, the offshore regulator, in regulations, or in project specific assessments. *Replaces “One Ocean Protocol for Consultation Meetings: Recommendations for the Fishing and Petroleum Industries in Newfoundland and Labrador”

One Ocean Oil Spill Communication Protocol

This protocol was created by One Ocean members to have an agreed process in place to notify the fishing industry, through One Ocean, of significant petroleum, hydrocarbon spill event. Direct communication will enable senior fishing industry representatives to inform their organizations that direct and ongoing communication has been made with the Operator and ensure factual information is disseminated within their organizations. This protocol will be actuated in the event of an oil spill incident that triggers the activation of the Operator’s onshore emergency response center.

Oil Spill Prevention and Response

Oil spill response is a focus area of One Ocean. In 2004, One Ocean partnered with Environment Canada, DFO, Canadian Coast Guard and Transport Canada to produce the Marine Environmental Emergency Oil Spill Information Card that was distributed to over 5,000 commercial and recreational marine users. In 2005, One Ocean collaborated with the same government departments, the Marine Institute and Atlantic Canada Opportunities Agency (ACOA) to provide a 5-day course, Training of Fisheries Workers in Oil Spill Counter-Measures. Six months after the tragic oil spill incident involving the Deepwater Horizon in the Gulf of Mexico, a One Ocean joint industry delegation travelled to the region to meet with representatives from the fishing and petroleum industries involved in the response effort. Reports produced following the tour, One Ocean Joint Industry Delegation Study Tour to the Gulf of Mexico, and the One Ocean Oil Spill Prevention and Response Initiative: Application of Gulf of Mexico Key Findings to the Newfoundland and Labrador Region are references for both industries as they continue to work together to address mutual concerns on oil spill prevention and response in Newfoundland and Labrador. The One Ocean Working Group continues to engage in this file, by participating in tabletop exercises, and developing resource material.

One Ocean Protocol for Seismic Survey Programs in Newfoundland and Labrador

The One Ocean Protocol for Seismic Survey Programs highlights operational procedures and processes to facilitate planning and execution of offshore seismic survey programs. The document presents information to better understand and improve operational processes to mutually benefit both industries.

Seismic

Since 2003, seismic surveys have been an active file for One Ocean, with One Ocean producing materials and hosting information sessions, including:
  • information session on seismic surveys for fish harvesters, covering scientific research and technical overviews (2004);
  • workshop hosted by One Ocean and DFO, with presentations on the regulatory authorization process for seismic surveys, scientific research initiatives and findings, mitigation practices, the role of Fisheries Liaison Officers, and perspectives on seismic surveys from the fishing and petroleum industries (2006);
  • seismic survey workshops in 2009, 2016, 2017 and 2024.
In 2006, FFAW-Unifor and One Ocean submitted a proposal to the Environmental Studies Research Fund (ESRF), to conduct research on the potential impacts of seismic surveys on Monkfish eggs. The research results are published as ESRF Report No. 170.
